​City of Colfax – Regular Council Meeting 4/20/2020
The regular April Meeting of the Colfax City Council was called to order by Mayor Gauslow at 7:26pm via Zoom.  Present were Mayor Scott Gauslow, Council Members Jeff Olson, Neil Berseth, Kyle Krump, Tom Wulfekuhle, and auditor Jen Skoog.  Also present was Todd Johnson.
Gauslow recognized Todd Johnson, who was hired by the city to handle building permits.  Discussion was held regarding the new building permit process. All new construction, additions, and remodel building permits will be reviewed by Todd prior to being presented to the City Council. Todd will also handle building inspections and issuing any necessary certification of occupancy.
The minutes of the March City Council meeting were reviewed; Wulfekuhle moved to approve minutes as presented, seconded by Krump.  Carried
Financial reports for February & March were reviewed; Berseth made motion, seconded by Olson to approve financial reports, motion carried. 
The bills for the month of April were reviewed; Olson moved to approve the bills as presented less the Interstate Engineering bill, seconded by Berseth.  Carried.
Old Business
No report on Safety Deposit Box closure.
Due to the current Covid-19 pandemic, upcoming elections in June will be conducted via mail ballot; no physical polling stations will be available. More information will be sent from Richland County.
Spring Clean-up and Mowing Bid letter has been sent to all city residents. Mowing bids will be accepted through May 1st. Zach W will be hired for any mowing required prior to May 1st. Per TG Sanitation request, Spring Clean-up will be put on hold until further notice. Discussion was held regarding the Phelps residence. A letter was sent to Phelps, giving an April 30th deadline for yard cleanup.
New Business
An Emergency Declaration letter due to Covid-19 was received from Richland County. Topic was tabled for later discussion.
Auditor Skoog approached the council about upgrading the city email account by $5/mo to allow for more processing/storage space; Wulfekuhle made motion, seconded by Krump. Carried.
Discussion was held regarding the 2021 Annual City Budget process, due May 31st. Auditor Skoog will compile further budget information to present at the May meeting. Topic tabled until May meeting.
Mayor Report
Gauslow reported that during initial discussion regarding blading, the township denied the request. He will continue to work on locating someone to blade roads.
A new 34ft culvert will be purchased by the city for the Muhler residence, with the resident covering delivery charges.
Electrical issues were discussed at the Community Center due to a gopher chewing the line. Cass County Electric has replaced the lines.
There being no further business, Olson made a motion to adjourn, seconded by Berseth.  Carried.  Adjourned at 8:44pm.
