City of Colfax – Regular Council Meeting 2/16/2026
The regular February meeting of the Colfax City Council was called to order by Council Member Jacobson at 7:00pm. Present were Council Members Scott Gauslow, Jesse Moch, Tom Steinolfson, Shaun Jacobson, and auditor Jen Skoog. Absent was Mayor Kyle Krump. Audience members in attendance were Inis Frankl, Nancy Kelly, and Joe Schmidt. Jacobson recognized the audience. There was no discussion from the audience. The meeting minutes of the 1/27/2026 City Council meeting were reviewed. Steinolfson motioned to approve minutes as presented, seconded by Gauslow. Carried. January financials were presented. Discussion was held. Moch motioned to approve the financials as presented, seconded by Gauslow. Role Call vote: Moch – yes, Steinolfson – yes, Gauslow – Yes. February bills were presented. Gauslow motioned to approve the bills as presented, adding Todd Johnson bill for $8,427 and Average Joe bill for $2,165, seconded by Steinolfson. Roll Call vote: Gauslow – yes, Steinolfson – yes, Moch – yes. Old Business Zach Hatting sent an email providing a preliminary timeline for the reservoir expansion/water tower project. Discussion was held. It is estimated that if the process was to start in March 2026, we can expect a completion date of late 2028. Hatting also provided via email a $55k estimate on a Zoning Ordinance and Zoning Map updating. Discussion was held. Council agreed that they need to move forward, however $55k is much more than what can be spent on this project. Moch will work on starting an Ordinance draft for the council to review and start working on. Regarding the EPAC project, the City is still waiting on the final bill. Once Krump is back, the EPAC committee will start meeting. There was no update on the Colfax Reserve project. The City is currently waiting for the new City Attorney to take position before moving forward on the Boehm Development issues. Resolution 2026-01, Resolution Increasing Permit Application Cost (Non-Commercial), was presented to the council. Gauslow motiond to approve the resolution as presented, seconded by Steinolfson. Discussion was held. Role Call vote: Steinolfson – yes, Gauslow – yes, Moch – yes, Jacobson – yes. The 2nd reading of Ordinance 2026-1, Amending Sections 8-85 Codes Adopted, took place. Discussion was held. Moch motioned to approve the Ordinance as read, seconded by Steinolfson. Role Call vote: Moch - yes, Gauslow - yes, Steinolfson – yes. Regarding the Reservoir Expansion, further discussion was held regarding the email from Zach and the timeline provided. Council discussed thoughts on having Interstate Engineering continue to work with the city, and requested that Interstate Engineering send the current contract so the council can have the city attorney look it over. Moch will contact the attorney. The Lagoon expansion topic was tabled until the next meeting. Gauslow had a discussion with individual who blades the City roads, indicating that it was too early to cut/blade the roads, and in doing so would cause more of a mess. Discussion was held, and the council will continue to keep an eye on the roads. Moch requested that the attorney meet with the council in the next few weeks to work on moving forward. The Attorney confirmed he will be at the March 16th meeting. Steinolfson located information with the county regarding the Stubson property, and is working with the state to see if the well has been capped. Steinolfson will continue working on this. The City received new keys for the water pumphouse. Skoog will place a lock box at the station with the new key. The job posing for the new city employee will be going out within a week. The 1st reading of Ordinance 2026-2, Model “D” Floodplain Management, took place. Discussion was held. The 2nd reading will take place at the regular March meeting. New Business City and Park Board elections will be taking place June 9th. Further information can be found on the City website. Gauslow will have the lights in the cul-de-sac repaired. It was noted that Jen will be gone March 5-15. A message will be sent out to all city residents informing them of the City office being closed.
