City of Colfax – Tax Equalization Meeting 4/20/2026
The Equalization Meeting of the Colfax City Council was called to order by Mayor Krump at 7:03pm. Present were Mayor Kyle Krump, Council Members Shaun Jacobson, Jesse Moch, Tom Steinolfson, and Scott Gauslow. Audience members in attendance were Wendy Matejcek with Richland County Assessor’s Office, Sid Berg, Nancy Kelly, Lyle Boehm, and Sienna Houle with ND Rural Water. Jacobson recognized the audience and turned the meeting over to Wendy with the Richland County Assessor’s Office. Wendy talked through the Sales Ratio Study, the Credits and Exemptions, Mobile Home Report, and the City Taxable Valuation & Mills information on the handouts provided to the council. Wendy indicated that The 44 Venue is expected to apply for the PILOT program, however nothing has yet been received by the City for review/approval. Inquiries were also made regarding what qualifies as farm exempt, how long the JPA is tax exempt, and if the church-owned property is exempt in every city. Due to rate changes, Wendy presented an updated contract between Richland County and Colfax to provide assessment services. Moch motioned to approve singing the new contract as presented, seconded by Jacobson. Role Call vote: Gauslow – yes, Steinolfson – yes, Moch – yes, Jacobson – yes. Carried. Gauslow motioned to approve the Richland County Assessor’s Office Report as presented, seconded by Jacobson. Role Call vote: Steinolfson – yes, Moch – yes, Jacobson – yes, Gauslow – yes. Carried.
