City of Colfax – Tax Equalization Meeting 4/20/2026
The Equalization Meeting of the Colfax City Council was called to order by Mayor Krump at 7:03pm. Present were Mayor Kyle Krump, Council Members Shaun Jacobson, Jesse Moch, Tom Steinolfson, and Scott Gauslow. Audience members in attendance were Wendy Matejcek with Richland County Assessor’s Office, Sid Berg, Nancy Kelly, Lyle Boehm, and Sienna Houle with ND Rural Water. Jacobson recognized the audience and turned the meeting over to Wendy with the Richland County Assessor’s Office. Wendy talked through the Sales Ratio Study, the Credits and Exemptions, Mobile Home Report, and the City Taxable Valuation & Mills information on the handouts provided to the council. Wendy indicated that The 44 Venue is expected to apply for the PILOT program, however nothing has yet been received by the City for review/approval. Inquiries were also made regarding what qualifies as farm exempt, how long the JPA is tax exempt, and if the church-owned property is exempt in every city. Due to rate changes, Wendy presented an updated contract between Richland County and Colfax to provide assessment services. Moch motioned to approve singing the new contract as presented, seconded by Jacobson. Role Call vote: Gauslow – yes, Steinolfson – yes, Moch – yes, Jacobson – yes. Carried. The regular April meeting of the Colfax City Council was called to order by Mayor Krump at 7:35pm. Present were Mayor Kyle Krump, Council Members Shaun Jacobson, Jesse Moch, Tom Steinolfson, and Scott Gauslow. Audience members in attendance were Sid Berg, Nancy Kelly, Lyle Boehm, and Sienna Houle with ND Rural Water. Krump recognized the audience. Sienna Houle with ND Rural Water was present to discuss GIS mapping of the City’s entire water system, making the city water system available with an online platform accessible by anyone designated by the City. ND Rural Water offers much less expensive options than engineering firms to help cities map out the water systems. The cost is $50 for them to come in and locate all items within the city. There is an additional charge for the online mapping system. Diamond Map is highly recommended by ND Rural Water, which costs $132 per year for unlimited users. If the City decides to move forward, ND Rural Water can easily have the project complete yet this summer. Moch motioned to move forward with the mapping project with ND Rural Water, seconded by Gauslow. Role Call vote: Moch – yes, Jacobson – yes, Gauslow – yes, Steinolfson – yes. Carried. The meeting minutes of the 3/16/2026 City Council meeting were reviewed. Jacobson motioned to approve minutes as presented, seconded by Steinolfson. Carried. February financials were presented. Discussion was held on the sales tax income and exactly what the funds should be dedicated to. Krump will contact the attorney on the proper process on how to dedicate these monies to a specific fund. Moch motioned to approve the financials as presented, seconded by Jacobson. Role Call vote: Jacobson – yes, Gauslow – yes, Steinolfson – yes, Moch – yes. Carried. April bills were presented. Steinolfson motioned to approve the bills as presented, adding a bill to Richland County for $1,437 and John Myers for $1,000, seconded by Jacobson. Roll Call vote: Gauslow – yes, Steinolfson – yes, Moch – yes, Jacobson – yes. Carried. Krump confirmed that the City does have a tractor lined up with Myers for 2026-27 snow removal next year. Old Business No update regarding the final EPAC bills. Special Assessment committee should be meeting soon. KPH should be in town soon to finish up the roads/grading in Colfax Reserves. Discussion was held regarding concerns of road widths and ditch slopes. Regarding the Boehm Development, Lyle was present and provided an update to the Council. Lyle told his contractor, JAV, that they can’t start until road restrictions are lifted, and Lyle has finished the funding and bonding process. Lyle confirmed that the funding and bonding hasn’t progressed or changed since last Fall. Krump reminded Lyle that the developer’s agreement is expired and needs to be resubmitted to the City. Lyle stated he does not know an anticipated completion date, and hopes to get more information from the bank within the next week. Council requested that Lyle submit a new, completed building permit application for 401 Boehm Way. A building permit application for 205 Laverne was presented to the council. Steinolfson motioned to approve the building permit application as presented, seconded by Jacobson. Carried. A building permit application for 101 Neuman was presented to the council. Moch motioned to approve the building permit application as presented, seconded by Steinolfson. Carried. Council discussed holding an additional monthly meeting on the first Wednesday of each month at 7am to review/approve any building permit applications. This additional meeting will start in May. No update regarding the Reservoir Expansion. No update regarding the Lagoon Expansion. Gauslow reported that streets will be bladed by the end of the week, and they will try to blade them every 2 weeks. He went around town with Tim Hudson and developed a gravel plan for the city. Discussion was held regarding an email with a prospective contact for dust control. Discussion was held about trying to regrade the road around the community center/bar and at the end of Broadway to get water to run off the road to avoid as much mud and soft roads. Discussion was held regarding a purchase agreement for the lot in Colfax Meadows 3. Krump and Skoog will work to have it finalized. Gauslow and Jacobson conducted interviews on Friday April 17th with 3 prospects for the City Contractor work that needs to be done. Moch motioned to extend an offer to Ben Schutt for the city contractor position for $30/hour, and if declined, then move the offer to Pete Krump, seconded by Steinolfson. Role Call vote: Steinolfson – yes, Moch – yes, Jacobson – yes, Gauslow – yes. Carried. It was decided that the City would entertain mowing bids again for the 2025 season, and potentially have the City Contractor perform this duty starting 2027. A flyer asking for bids will be posted immediately, and the deadline to submit bids is May 14th. The Lions Club gaming site application was tabled until the next meeting. Another application for a different applicant will be brought to the May meeting. New Business Skoog will send out the fireworks ordinance to the Council and ask for revision options, input, and permitting process options. Kyle will also discuss this with the attorney. The Council will review the 2027 budget during the May 18th council meeting. There being no further business, Jacobson made a motion to adjourn, seconded by Moch. Carried. Adjourned at 10:02 pm. |
